The Virginia Flooring and Floor Covering Contracting examination is the technical specialty examination associated with the FLR designation. The examination is administered through PSI for the Virginia Board for Contractors.
The FLR examination contains 50 questions, allows 120 minutes for completion, and requires a minimum passing score of 70%, or 35 correct answers.
The official content outline contains six subject areas:
Ceramic Floor Tile and Stone is the largest individual section. Candidates should prepare for substrates, tile installation methods, setting materials, layout, cutting, grout, stone and ceramic applications, movement accommodation, and recognized industry installation practices.
Wood Flooring is another major area. Candidates should study floor preparation, moisture-related considerations, layout, fastening, laying procedures, sanding, finishing, and common hardwood-flooring practices.
Carpeting and Resilient Flooring require knowledge of surface preparation, materials, measuring, layout, adhesives, cushion, tack strips, seams, cutting, fitting, and installation techniques.
Estimating Materials tests the ability to work with flooring dimensions and quantities, while Safety requires familiarity with construction safety requirements relevant to flooring operations.
The Virginia Flooring and Floor Covering Contracting examination is an open book test. Candidates bring their own allowable references and must follow current PSI requirements for reference materials.
PSI permits approved references to be highlighted, underlined, and indexed before the examination. Permanent tabs are allowed. Removable tabs and reference materials containing handwritten notes are not permitted under the published FLR examination rules.

The package includes ANSI A108/A118/A136 - August 2024. The PSI FLR examination reference list identifies ANSI A108/A118/A136.1:2017 as the edition on which applicable code questions are based. PSI states that candidates may use newer editions of references, but code questions are based on the edition specifically identified in the examination reference list.
During study, candidates should learn which book is most likely to answer a particular question. Tile standards may direct attention toward ANSI, while recognized ceramic tile installation methods may be found in the ceramic tile handbook. Practical tile questions can also be reinforced through Setting Tile.
Hardwood flooring questions may direct candidates toward Hardwood Floors: Laying, Sanding, and Finishing. General flooring concepts can be reviewed through Stanley Complete Flooring and Builder’s Guide to Floors. OSHA questions should direct candidates toward 29 CFR Part 1926.
Virginia contractor licenses are administered by the Virginia Board for Contractors. The business must obtain the appropriate license class and classification or specialty before performing work that requires contractor licensure.
The Virginia FLR specialty covers installation, repair, improvement, or removal of flooring-industry materials including wood and wood-composite flooring, carpet securing products, vinyl, linoleum, ceramic, marble, stone, and other types of tile.
The scope also includes installation or replacement of subflooring, leveling products, and other materials needed to facilitate flooring installation. It does not include floor joists or other structural components of the flooring system.
Virginia requires new contractor license applicants to complete eight hours of Board-approved pre-license education. This requirement applies to Class A, Class B, and Class C applicants and is separate from applicable examinations.
Class A and Class B applicants also have contractor business examination requirements for the designated employee. Class C does not use the same Class A or Class B designated employee examination structure.
The FLR technical examination applies to the Qualified Individual responsible for demonstrating technical knowledge in Flooring and Floor Covering Contracting.
Passing an examination does not by itself issue a Virginia contractor license. The business must satisfy all applicable Virginia Board for Contractors requirements before the appropriate license and specialty are issued.
A strong preparation plan should begin with the 16-question Ceramic Floor Tile and Stone section. Use the ANSI material together with the ceramic tile handbook and Setting Tile to connect formal installation requirements with practical trade knowledge.
Review substrates carefully. Proper flooring installation depends on a suitable supporting surface, and candidates should understand preparation, leveling, stability, moisture conditions, and compatibility between the substrate and finished flooring system.
For ceramic tile, study setting materials, mortars, adhesives, grout, movement accommodation, layout, cutting, and installation methods. Learn how the ANSI reference is organized so standards can be located efficiently during an open-book examination.
The included August 2024 ANSI reference is newer than the 2017 edition identified by PSI as the examination basis. Candidates should account for that distinction when studying code-based questions.

For Carpeting, study measuring, layout, cushion, tack strips, seams, stretching, fitting, and installation. Material dimensions and room configuration can also affect estimating and seam planning.
For Resilient Flooring, concentrate on substrate preparation, adhesives, layout, cutting, seams, and installation procedures. Surface conditions are especially important because defects below resilient flooring can affect the finished appearance.
Practice Estimating Materials by calculating square footage, tile quantities, flooring quantities, and other material requirements. Keep units consistent and read each problem carefully for dimensions or conditions that affect the calculation.
For Safety, review OSHA construction requirements applicable to tools, personal protective equipment, electrical hazards, ladders, material handling, and housekeeping. Flooring work can involve saws, grinders, adhesives, cutting tools, portable electrical equipment, and other construction hazards.
